Upgrade Dev TCPDF to 6.5 (#3006)
* Upgrade Dev TCPDF to 6.5

Implementation of https://github.com/tecnickcom/TCPDF/pull/467, which is available in just-released Tcpdf 6.5, will improve look of Tcpdf rendering for PhpSpreadsheet. Fix #1164.

One test had been suppressed for Tcpdf, ostensibly because it was not compatible with Php8. As it turns out, the PhpSpreadsheet code which invokes Tcpdf was (harmlessly) incorrect, so the Php8 issue was actually with PhpSpreadsheet, not Tcpdf. That code is corrected, and the test is no longer suppressed.

* Update Change Log

Pick up some earlier changes as well as this one, and deprecations which had been omitted from the 1.24 change log.

Fix Some Pdf Problems (#2960)
* Fix Some Pdf Problems

Fix #1747. No support for text rotation in Pdf. That issue actually has a decent workaround, but PhpSpreadsheet should handle it on its own. Mpdf requires the proprietary text-rotate css attribute; Html and Dompdf will use the CSS3 attribute transform:rotate.

Fix #1713. Some paper-size values in PhpSpreadsheet are strings, some are 2-element float arrays. Dompdf accepts strings or 4-element float arrays, where the first 2 elements are always 0. Convert the PhpSpreadsheet array accordingly before passing it to Dompdf.

Some tests had been disabled when Dompdf and Tcpdf were slow to achieve PHP8 compliance. They achieved it some time ago. Re-enable the tests.

* Remove Tcpdf From One Test

No problem with the other tests I added it in for.

Some Fixes for Scatter Charts (#2828)
* Some Fixes for Scatter Charts

Chart issues have been pouring in recently. This is a partial response to issue #2762. It implements "no joins" for scatter charts, as well as having the reader and writer handle "point size", "line width", and "color" for markers. A new boolean property `scatterLines`, with setter and getter, is added to DataSeriesValues to handle joins (default is true which means scatter plot points *are* joined by lines). Some, but not yet all, default font properties for the chart title are handled (color and, surprisingly, font name present challenges).

With these changes, sample 32readwriteScatterChart1.xlsx now looks closer to its source. There are still some differences (x-axis changes), but I think this change is already large enough. I can work on the other problems later.

The code for reading charts has not yet been converted to be namespace aware. Having a tiny island of aware code in a sea of unaware makes no sense to me, so some of the new code is likewise unaware. I hope to be able to get to it eventually, but, among other considerations, it is difficult to generate suitable test cases.

* Add Formal Tests

Essentially the same as the corresponding Samples, but with formal assertions.

* Clean Up Some Code in Reader/Xlsx/Chart

Having added code to support default font attributes as well as element-specific font attributes for chart captions, there was duplicated code between the default and specific sections. I hope that this PR makes the code easier to follow.

* Add Support for Font Name and Color to XLSX Chart Titles

XML layout for these in new files differs from what program was expecting. Not sure if program expectations were wrong, or if this is a change to Excel since initial development.

* Minor Improvement

Handle theoretical case where Chart title has text but no font information.

* Support Bezier Curve and Scaling of X-Axis on Scatter Plot

For Bezier, need to specify `<c:smooth>` tag in addition to already supplied `<c:scatterStyle val="smoothMarker">`

For X-Axis, scatter needs to supply both X and y axis as `<c:valAx>` rather than `<c:catAx>` for X.

Phpstan Differences from Php7 to Php8, Again (#2665)
These changes have already been implemented twice, and been regressed twice. I'll try once more (with a different approach), then give up ...

As configured, Phpstan running under Php7 reports no errors. However, running under Php8, it reports 100 (!) errors. The vast majority of these are due to two reasons:
- renaming parameters in Php builtin functions in preparation for named parameters.
- using the new class GdImage rather than type resource as the argument type for many image-based functions.

Regardless of the cause, this will be a problem sooner or later. This PR is an attempt to get ahead of that problem. For source members, it mostly adds annotations or updates doc-blocks. Only 2 members have changes to executable code, and these are very minor - BitWise and Writer/Xlsx. For test members, all baseline errors are deleted and the code is fixed. Php7 and Php8 both report no errors with this configuration.

Phpstan Differences from Php7 to Php8 (#2631)
These changes were already implemented as PR #2428. They were, alas, regressed by PR #2585. If at first you don't succeed ...

For source members, it tweaks only the Phpstan configuration files, without changing any PhpSpreadsheet code. For the small number of test members involved, the code is fixed. Php7 and Php8 both report no errors with this configuration.

Because this involves no changes to code, and because Phpstan baseline is a common cause of merge difficulties, I will probably merge this in a day or two, more quickly than I customarily do.

Replace Tests With Unneeded Mocking (#2465)
Replace mock tests with real ones when possible. The original tests are all still present; they just take place in a more representative scenario.

After this, there will be 4 remaining uses of mocking. Of these, 3 are needed for scenarios which are otherwise hard to test - WebServiceTest, CellsTest, and SampleCoverageTest. For the other one, AutoFilterTest, I just can't figure out what it's trying to accomplish, so have left it alone.

This change is almost entirely restricted to tests. There is a one-line change in src. When the first argument passed to OFFSET is null or nullstring, the returned value is currently 0. However, according to the documentation for Excel, it should be `#VALUE!`. The code is changed accordingly.

Html Reader Comments (#2235)
* Html Reader Comments

See issue #2234. Html Reader processes Comment as comment, then processes it as part of cell contents. Change to only do the first. Comment Test checks that comment read by Html Reader is okay, but neglects to check the value of the cell to which the comment is attached. Added that check.

* Disconnect Worksheets

... at end of test.

BREAKING `Worksheet::getRowDimension()` and `Worksheet::getColumnDimension()` cannot return null anymore
Both methods used to optionally return null if passed a
second argument. This second argument was removed entirely and the
method always returns a RowDimension or ColumnDimension respectively
(possibly creating it if needed).

This make the API more predictable and easier to do static analysis
with tools such as PHPStan.

If you relied on that second parameter, you should instead use the
`Worksheet::getRowDimensions()` or `Worksheet::getColumnDimensions()` and
check for existence yourself before calling the getters.

Stacked Alignment - Use Class Constant Rather than Literal (#1716)
* Stacked Alignment - Use Class Constant Rather than Literal

PR #1580 defined constants for "stacked" alignment in cells.
Using those constants outside of Style/Alignment was beyond the
scope of the original PR, but I said I would get to it.
This PR replaces all uses of literal -165, and appropriate uses of
literal 255, with the named constants, and adds tests to make sure
that the changed code is covered in the test suite.

PrintArea Causes Exception
I wanted to investigate #1523, but I couldn't duplicate its results
because the sample code in the issue caused an Exception to be thrown.
The exception happened because, when the Print Range Set method is
set to Insert (as oppposed to Overwrite), and the Print Range is
empty, it is created with a leading or trailing comma, and Writer/Xlsx
objects. This is, in a sense, a user error, but the software should
be more resilient. This can be accomplished by ensuring that no
leading or trailing comma is generated when Print Range is empty.

This code change fixes that problem. Since I couldn't reproduce the
original, I can't say for sure that it fixes it. However, with the
sample code provided, I can write a spreadsheet which Excel reads
without any problems, so it probably fixes the original.

Improve HTML Writer (#1464)
There are a number of situations where HTML write was producing
HTML which could not be validated. These include:

  - inconsistent use of backslash terminating META, IMG, and COL tags
  - @page style tags in body rather than header. Aside from being
non-standard, HTML Reader treats those as spreadsheet data.
  - <div style="page-break-before:always" />, a construct which is
usually better handled through css anyhow.
  - no alt tag for images (drawings and charts)

Other problems:

  - Windows file names not handled correctly for images
  - Memory drawings not handled in extendRowsForChartsAndImages
  - No handling of different values for showing gridlines
    for screen and print
  - Mpdf and Dompdf do not require the use of inline css.
Tcpdf remains a holdout in the use of this inferior approach.
  - no need to chunk base64 encoding of embedded images
  - support for colors in number format was buggy (html tags
    run through htmlspecialchars)

Code has been refactored when practical to reduce the number of
very large functions.

Coverage is now 100% for the entire HTML Writer module,
from 75% lines and 39% methods beforehand.

All functions dealing only with charts
are bypassed for coverage because the version of Jpgraph available in
Composer is not suitable for PHP7. The code will, nevertheless,
run successfully, but with warning messages. I have confirmed that
the code is entirely covered, without warnings, when the current
version of Jpgraph is used in lieu of the one available in Composer.
I will be glad to revisit this when the Jpgraph problem is resolved.

Directory PhpSpreadsheetTests/Writer/Html was created to house
the new tests. It seemed logical to move HtmlCommentsTest to
the new directory from PhpSpreadsheetTests/Functional.

A function to generate all the HTML is useful, especially for testing,
but also in lieu of the multiple other generate* functions. I have
added and documented generateHTMLAll.

The documentation for the generate* functions (a) produces invalid html,
(b) produces html which cannot be handled correctly by HTML reader,
and (c) even if those were correct, does not actually affect
the display of the spreadsheet. The documentation has been replaced
by a valid, and more instructive, example.

The (undocumented) useEmbeddedCss property, and the functions
to test and set it are no longer needed. Rather than breaking
existing code by deleting them, I marked the functions deprecated.

This change borrows a change to LocaleFloatsTest from
pull request 1456, submitted a little over a week before this one.

## Improve NumberFormat Support

First phase of this change included correcting NumberFormat handling
in HTML Writer. Certain complex formats could not be handled without
changes to Style/NumberFormat, and I did not wish to combine those changes.

Once the original change had been pushed, I took this part of it back up.
HTML Writer can now handle conditions in formats like:
[Blue][>=3000.5]$#,##0.00;[Red][<0]$#,##0.00;$#,##0.00
In testing, I discovered several errors and omissions
in handling of some other formats.
These are now corrected, and tests added.

Save Excel 2010+ Functions Properly
For functions introduced in Excel 2010 and beyond, Excel saves them
in formulas with the xlfn_ prefix. PhpSpreadsheet does not do this;
as a result, when a spreadsheet so created is opened, the cells
which use the new functions display a #NAME? error.
This the cause of bug report 1246:
https://github.com/PHPOffice/PhpSpreadsheet/issues/1246
This change corrects that problem when the Xlsx writer encounters
a 2010+ formula for a cell or a conditional style. A new class
Writer/Xlsx/Xlfn, with 2 static methods,
is introduced to facilitate this change.

As part of the testing for this, I found some additional problems.
When an unknown function name is used, Excel generates a #NAME? error.
However, when an unknown function is used in PhpSpreadsheet:
  - if there are no parameters, it returns #VALUE!, which is wrong
  - if there are parameters, it throws an exception, which is horrible
Both of these situations will now return #NAME?
Tests have been added for these situations.

The MODE (and MODE.SNGL) function is not quite in alignment with Excel.
MODE(3, 3, 4, 4) returns 3 in both Excel and PhpSpreadsheet.
However, MODE(4, 3, 3, 4) returns 4 in Excel, but 3 in PhpSpreadsheet.
Both situations will now match Excel's result.
Also, Excel allows its parameters for MODE to be an array,
but PhpSpreadsheet did not; it now will.
There had not been any tests for MODE. Now there are.

The SHEET and SHEETS functions were introduced in Excel 2013,
but were not introduced in PhpSpreadsheet. They are now introduced
as DUMMY functions so that they can be parsed appropriately.

Finally, in common with the "rate" changes for which I am
creating a pull request at the same time as this one:
samples/Basic/13_CalculationCyclicFormulae
PhpUnit started reporting an error like "too much regression".
The test deals with an infinite cyclic formula, and allowed
the calculation engine to run for 100 cycles. The actual number of cycles
seems irrelevant for the purpose of this test. I changed it to 15,
and PhpUnit no longer complains.

Fix active cell when freeze pane is used
When freeze pane is in use on a worksheet, PhpSpreadsheet saves to Xlsx in such
a way that the active cell is always set to the top left cell below the freeze
pane. I find it difficult to understand why:

  1. You have given users the setSelectedCells function, but then choose to
     ignore it.
  2. Excel itself does not act in this manner.
  3. PHPExcel did not act in this manner.
  4. PhpSpreadsheet when writing to Xls does not act in this manner.
This is especially emphasized because the one test in FreezePaneTest which
would expose the difference is the only test in that member which is
not made for both Xls and Xlsx.
  5. It is *really* useful to be able to open a spreadsheet anywhere, even when
     it has header rows.
